idk but I find it funny (annoying) that on mine the X button doesn't close it but the green camera button does

After also dealing with this obnoxious pop-up for ages, I think I finally found a (dumb) solution.

1. Turn on reactions from the pop-up
2. Turn off reactions from the pop-up
3. Restart
4. Test with the video settings panel in Zoom
5. Question why this works at all
