i mean, i get that they want the flicks to have the best looking, smoothest possible CGI, but Godzilla -1 pulled off award winning effects with 15 million.

As you pointed out, the MCU audience has diminished. I think the casual fans have lost interest. IMO the casual fans didn't come out to see Iron Man, Cap and Thor. They came to see the actors who defined the MCU. And yet Disney is still budgeting these movies as if it were still Phase 3.

After Endgame, there is no guaranteed audience size. A Capt America movie without Chris Evans was never going to appeal to the same number of casual MCU fans. I guess test screenings revealed that, prompting them to make Harrison Ford Red Hulk the focus of the ad campaign.

I'll bet if they lowered the budget and made it a Falcon movie it would have been a better movie and a legitimate hit.
But maybe that's my personal bias talking. I think Evans made the definitive version of Cap, just as much as RDJ's Iron Man.
