Is there an actual referee solution that would stop people from complaining about referees. I always see people say something has to be done but like, what is that something

Don’t think the fans can always be pleased. It’s part of the drama. More education and experience will help the refs. Don’t mess with it or prepare to have holding called on nearly every play.
More clear definitions of nebulous rules ("forced" contact, "control" of the ball, etc.)
Publicly available grading of crews' performance.
Consequences for poorly performing refs/crews including fines, suspensions, and removal from their positions.
I think what most people want more than anything, is accountability. Ref's are the only people in big time sports that are, for the most part, without any accountability. Everywhere else in the sport, players, coaches, even broadcasters, if you do a terrible job, you get replaced.
Always been annoying when they come out and say "hey, this call was wrong, sorry about that" and then thats it lol Would be great to see both NFL/NCAA invest more of their profits into officiating. Might not satisfy everyone but would go a long way for most
More refs who are watching specific camera angles responsible for specific things in communications with the refs. More things that can get fixed somewhat after the fact. Probably coordination with networks to not show replays of questionable calls until they are in the process of being dealt with
Agree with these, both the NFL and CFB have the resources to invest more in refs. Probably wont stop the conspiracy ppl but having full time refs and ref who are eyes in the sky would be a great step forward

All these "sticks" can be offset by the "carrot" of increasing their pay substantially. This would also get more qualified people involved.
The goalposts move after every change.
