the ABA does not have authority to disbar an attorney. that is governed by each State's disciplinary process. Giulani was disbarred in NY and DC. It is a State license to practice law
Trial Lawyer here. The American Bar Association does not engage in the discipline of lawyers. Each State Bar to which a lawyer is licensed does that under their Rules of Professional Conduct (mostly modeled after the ABA rules).
The AVA should've been disbarring them already. How many of his tv "attorneys" haven't been disbarred for all the bs they've spewed over the last decade?

The ABA can't disbar. In most states it's the State bar but each state has their own procedures. In MN it's The Office of Lawyers Professional Responsibility which files a petition to the MN Supreme Ct who appoints a referee, who presents findings to the Court who after procedures makes the decision

Because lawyers are licensed and disciplined by state governmental professional licensing boards, usually called something like "the [name of state] State Bar" or, in some states, by the judicial branch. The ABA is just a club.
The state-level agencies that handle the investigations are generally not allowed to discuss whether someone is under investigation or not, until a formal, public complaint is issued or public discipline is agreed to.

ABA is a professional trade organization. It has no authority to disbar any attorney. In general, disbarment has to be instituted through each state's supreme court. Some state bar associations may commence disciplinary proceedings before their state courts.
Each state has its own bar association that is either a public agency or quasi-public agency, which admits lawyers to the bar and handles bar discipline. The ABA is just a trade association for lawyers (really just for big firms).
Trade associations have lawyers, lobbyists and power through unification and the judicial.

So, yet again, it boils down to, if states don't want to stop this, we can't. Good to know that combined with a House, Congress, and Supreme Court that is over-run with the people that want to tank the US, we can add the licensing authorities.

You could have said some version of “your state bar covers this, not the ABA” with less effort than it took to be an asshole about it.
