He finds it hard to answer this because despite a certain amount of intelligence, it was all wrapped up in massive ignorance, namely deciding to vote for & to support DDT. This guarantees that there's going to be lots of eely slipping and sliding.

Most of those who supported DDT did so because they either expected some reward or were hoping they could enjoy the spectacle of him inflicting cruelty on their foes. Ryan is reluctant to make a clean break because he doesn't want to burn bridges. He's still hoping to get DDT rewards.
