imo neuroscience is "all hypotheses, no theory"
In this sense, I disagree with the article. All neuroscientists do is test hypotheses! It's just that these are typically based on vague mental theories, rather than formal maths theories

One can frame any random experiment as testing some hypothesis. Or one can reserve that for theory-driven work.
