1) Technology Incubator for Spaceflight - Building tools, techniques and systems to enable low-, mid-, high-level orbit, and interplanetary capability.
2) Massive orbital lift capability - Trucks in space.

Mars doesn't even have resources we can find in abundance on earth. No hydrocarbons at all. Very little if any nuclear fuel. Probably loads of Deuterium and Tritium that would be easier to get from the oceans and the moon.

It's possible Mars has those things too. But the moon is always about 240k miles away. Mars is anywhere from 34 to 250 million miles away, which makes getting those materials back to Earth much more expensive and complicated.

I'm not so sure of that. We'd have to add or remove billions or even trillions of tons of mass to impact the tides.

Since the moon is made from the same stuff as Earth, it contains many of the same elements, and NASA has said it MIGHT be worth mining the moon for rare-earth and precious metals.
