I think in terms of tabletop systems, Shadowrun 3rd is the closest I've come to like my perfect overall system.
In the fantasy systems-it's hard to say. Pathfinder 2e is close, but there are times where I just do not want to do tactical combat. I don't mean ToM vs grid(you can use minis anywhere)-

If I want to play more 'videogamey' tactical stuff I have a lot of modern systems, if I want a more laid back game where we might not even fight for 4 sessions and my figure just sits there looking cool while we meander around, I have it
2e is nicely freeform, but in some ways its very open, and in other ways its a bit restrictive without houserules
