It would be better to drop charges, because accepting a pardon implies admitting guilt, while dropping charges has no such implication.

Yeah, because "murder" literally means the unlawful killing. But there are lawful killings in every jurisdiction of the world too. Like, as a totally random example, Luigi's target lawfully killed a lot of people. His work was to optimize the killing of people based on money and genetics.
