It was never both at the same time! It was very fast as a juvenile, but inescapable laws of biomechanics meant it slowed down as an adult. Mind you, everything it wanted to eat at that size was on the slower end too, for the same reasons, so this probably wasn't a problem.

Although young T. rex weren’t as fast as Ornithomimus, they were still pretty fast compared to their elders. It shows fascinating differences in hunting strategies within both ages of the same species (from speed and endurance to more of a focus on power and ambush tactics.
