Yes, that was the story I'd heard, though new content was still being posted. There was a "download everything you need" panic on Twitter about a year ago, but I thought it was just trolling. Maybe not.

Given how bit it is/was, I don't doubt there were staff under him that kept approving new pictures. Doesn't seem like the infrastructure for it was ever upgraded though, especially given how old that 404 page looks.

Probably a mix of overloaded servers that are outdated. Hosting data in the cloud or in a collocation is expensive.
Creating another project like this would require some sort of consistent funding for ops even if hardware was donated
