That may be a fair criticism of current framework, but I don’t think the issue with the new proposal is fundamentally about its level of ambition: it’s that it is based on a premise about criterion-based assessment that has repeatedly been shown to be flawed.
I think it could still be that. With there being no overall vision because of incompetence rather than malevolence, but there being devastating consequences nonetheless.
I also think the hugely increased number of levels the inspectorate has given itself might be deliberate, which is especially dangerous if there isn't an overall direction which I can't see from this framework at all.
