The destruction is actually greater than this. A large airburst will waste a lot of energy up and outwards, but a smaller surface burst will have more energy absorbed by the target environment. multiple smaller warheads allow more widespread damage than a single large one for the same total yield.

This assumes that the 85kt is actual charge weight and not total weight of munitions - if not then reduce this to about 40kt to allow for inert weight and improved charge performance over the pure TNT benchmark.
This is still far more than you need to completely obliterate a city, as we have seen.
