I would read that as much more about a crop that is not indigenous contaminating their traditional varieties cultivated for centuries, as foreign and GE plants tend to do in every ecosystem. The answer to malnutrition is making a greater variety of fresh foods available, not "buy rice 2.0".

Sometimes people will adopt new crops to help with malnutrition, even ones introduced by supranational agencies
