"Government failure" is a notion drawn from Economics which assumes societies are primarily organised around The Market. Government is alien and external.When it doesn't clear up the 'external' costs of Capitalism eg pollution, it is claimed to be failing. Private corporations want the NHS to 'fail'

Labour will improve the NHS as settling the pay dispute confirms but yes a gr8 deal more has to be done + it will happen the first 6 months has been the start of repairing 14 yrs of Tory corruption, fraud, complicity in thousands of unnecessary deaths which is as you said still occurring today.
