It doesn't seem to have occurred to him that the vast majority of people on disability benefits like PIP are entirely genuinely and quite a few are in work already

Much easier to punish pensioners and small businesses than to take on the super rich and corporations. Taking on the super rich will involve dealing with tax lawyers and will be hard work. This government has taken the lazy/easy option. And they are trying to con us they are making tough decisions

TBF, the examples given in the article didn't involve taxes that should have been paid to HMRC.

Having said that, I don't think anyone would be surprised if other activity was undertaken to evade UK taxes.
