Pennsylvania Gov. Josh Shapiro is suing the Trump admin over what he's calling an "unconstitutional" hold up of more than $2 billion in federal funding.
Shapiro says, despite multiple court orders, Pennsylvania cannot access $1.2 bil in federal funds and another $900 mil is requiring a review.
