It's worth noting that the policy of not passing on the fee to your clients just means you can't have an invoice line item that says "PayPal Fees" or similar. But there are calculators out there to find out what to charge to get a certain amount post-fees, and you should raise your prices to match.

If the fees are too high you can always raise up your total prices for your commissions otherwise you look like a scammer when doing this; best way of protection for you is to make a BUSINESS PayPal account and send invoices

Also in the invoices make sure to include all important information about the commission you’re doing, who it’s for and your TOS link/documents in it; that way if something comes up PayPal can read all the info

Also it’s good to have invoices and documents too because for taxes and record keeping incase something legal comes up as well
