Please educate: If the DEMS had all voted NO on cloture, why wouldn’t that have forced the REPS to negotiate the CR so they could get the needed 60 votes in order to then pass it on a party-line vote? I haven’t been able to find a good explanation. The House having left isn’t a reason.
