In the interests of honesty: I'm not so certain that the impact was willful on his part (though if you have evidence it was, I'm happy to take a look).

But even if the directive was an honest mistake, his subsequent retaliation when criticized was willful, and that taints the whole business.

They admitted lying about the numbers and even if the policy decision to force Covid positive people into nursing homes was a deadly mistake not made in the same way across the country and one he has not taken accountability for.
