It's very diminutive. Typically used on a marginalized person perceived as feminine who is showing a response other than satisfaction to a situation. The use reduces that person to a child who hasn't learned manners/someone not using manners, and usually for comedic effect.
Ahh! I get the sentiment now! Definitely brought the “Spicy Latina” or “Sassy Black Woman” stereotype to mind as well. Sassy does carry a very demeaning tone to it now that I think about it!
