Yes, but only IF you dip something in it. Which you should. If you don't, they do not count.

I think it depends on how you serve it. If it's in a dish/bowl with just a spoon to use to eat it, not a dip.

But if you include chips or vegetables to dip into the mashed potatoes then it's a dip, and you may be committed by your loved ones to a psychiatric clinic.
