Yes! Winter temperatures here are usually above freezing. I have a thermostat by the tree - if the temperature drops close to freezing, a string of 5W lights turn on. When it warms up, the lights turn off. I use this system from mid-November to mid-March. See https://www.youtube.com/watch?v=XX-R8sq6-vg

Bob Duncan is a legend - knew the family in the 1990s. They've been at it a very long time. Too cold in Campbell River for lemons outside but our peach tree in a sunny nook does quite well. And, you can bring the smaller lemon trees indoors in fall.

Outside, against a south-facing wall. This is a Meyer lemon tree. The lemons are amazing (made fresh lemon meringue pie last year)!

A string of 5W lights keeps the tree warm if it happens to go below freezing. This should work well on the Oregon coast! See:
