I believe that he is functionally illiterate. Might explain why he never read the PDB. Others have speculated that he is dyslexic and his parents covered it up.
I have read the bible. In fact, I still refer to it now and again. It's a nice book, but that's one of the reasons why I am an atheist. I read the Christian bible. I know it's fiction. It is not the word of a god. It's the words of short-sighted men with no grasp of our universe.
You may not be a fan of The Christian Bible but you have some other tome you believe your god placed in your path to speak to you, and you feel I should also let your god speak to me through your book. Sorry. Been there done that bought the T-shirt.
...an omnipotent being would be able to accomplish all things possible and actual, but not able to do things inconsistent with itself; things it doesn't want or need to do. Therefore, an omnipotent being is restricted by itself, and therefore cannot be all-powerful. QED.
To clarify: Per Nietzsche, someone who has a library represents a person who is exposed to a wide range of knowledge and ideas and can critically think. 47 clings to a single perspective. Himself.
I think Friedrich was talking about religious zealots more than dyslexics. Lots of things we can judge the guy on, but please think of those who might get caught in the crossfire.
I love your reference to Caligula and adding the combover. Caligula (means little boot) became a tyrant, drunk with power till he was assasinated by a member of his praetorian guard. We can only hope....

Omnipotent beings have better things to do.
The strong will overcome the weak. This is what Nietzsche believed in. Change accordingly.
