Just learned that anyone can register in person at a New York Public Library (without US residence) and access remotely 140 Proquest databases (I believe a wealthy European university might have access to a couple dozen at best)

As far as I know, you have to be a resident of New York State to access databases remotely. You can be a visitor, domestic or international, and get access to library materials. But to be used on-site only.
