Does the monarch even have a say in this or is it one of those things where the Monarch does what the government tells them to do when it comes to state visit invitations?

The monarch always does what the government tells them, up to and including the illegal proroguing of Parliament.
Being no more than a constitutional rubber stamp (and an embarrassing tawdry soap opera in fancy dress) is part of the reason they are a disgusting waste of £500M a year.

The government 'strongly advises' the Crown on whom to meet. This was an issue much discussed during Trump's 1st state visit with Her Majesty.
The Queen hosted several dictators 'upon advice'. King Charles, however, ought to get a tummy bug just prior — Trump is a germaphobe. He'll happily cancel.
