It would've had to be a cold open. They did several cold opens with prominent celebrities and politicians in the later years. John Kerry, The Kennedys, Michael Dukakis, they all showed up in random cold opens.
Pretty telling that the only one who gets multiple scenes with Shelley Long is Ted Danson. Everyone else from the show has shit talked her in the past, and Danson was always pretty pragmatic about it, saying things about how offscreen, he didn't like her much, but he loved their onscreen dynamic.
Meanwhile everyone else fucking TRASHED her, and only had maybe two shots in one scene interacting with her. Rhea Perlman in particular fucking hated Long's guts.
Woody gets Norm a job working for the City Council, and when Norm tries to tell him "I may be late," Woody immediately pulls rank and says "I wouldn't recommend it." lmaooo
Frasier says "This is the best day in the history of Cheers, nothing could go wrong," and immediately Sam and Diane enter and Sam announces they're getting married. So everyone stares at them in horror, and after a very long beat of silence, Norm says "Congratulations," unenthusiastically. Good shit

They wrote a scene. He pulled out at the last minute
Where would he possibly fit?
I have seen it, and it is better than new Frasier
