It’s not. A person can only be removed to a country which is willing to accept them. Generally, that is a country which that person is a citizen/legal resident of. However, if a country is willing to accept non-citizens, that county then becomes resp for that person. It’s…a weird legal situation.

As for observing citizens: things like protest & marches & organizing to ensure that programs like that r limited & information is made public.

Example of how organizing, public outcry, & legal process can work: see family separation from last admin. It was publicized, over admin trying to keep it quiet, & legally stopped. That’s the power of the public outrage & legal process.

At this point…we’re not sure but doubtful. The key word in ur question here is “transparency”. There is a massive lack of transparency w/ this admin & that makes it harder to know what is actually happening.
