Apple could definitely make iPhones profitably in the US, and definitely eat the cost of relocation, and definitely would be better off as a company in the long run if it did so, but it would suck for current management so they aren’t gonna try very hard unless forced to do so

I'm not super familiar with the apple production process, but I'm guessing we are talking about at least 1 million employees. Giving those workers the $50,000 raise to meet American standards is half the profit
