Another nuance re: "just borrow to build infrastructure": We cannot legally borrow for more than 5 years without a mandate from the electorate. Sometimes challenging for a pool or skating rink, much more difficult to hold a referendum whenever we want to borrow $20 million for e.g. storm sewers.
