You will need to learn Norwegian if you intend to stay long term. But you don’t need it to start, and many companies operate in English, especially in tech.
I've been studying German for 18 months and am at about A2 now. I'm not at all opposed to learning more languages. If you relocate somewhere permanently, it's in your best interest to learn the local language.
I'll never understand why it matters where the research is done.
To me, the devastation is people forced to uproot their lives because they can't do what they love where they are. "Brain drain" seems like an exceptionalist framing. Praise, support, and utilize it wherever it happens.
There is no shortage of people capable of doing this work in any country or region. Only lack of access to the education and training needed. You can't have a "brain drain." You can deny those with capacities access to the work. They will still be in their communities.
I can attest to the lack of brains in the red states.
Evidence is a letter, one of many in response to my emails about my concerns from a Senator who I won't name (Jim Banks, IN), that starts with "President Trump is the greatest president of my lifetime..."...

Thanks! I'll certainly keep an eye out then! I knew B1 French and A1 German and Spanish, so I pick languages up pretty easily for an American with dedicated study and immersion, I just hate that right now my job is being treated like a joke
They can join Nobel laureate Katalin Karikó who left US for Europe when she couldn't get funding for her ground breaking research in the exceptional US of A.

Qatar & Dubai will pony up big $$$ to lure our best minds.
False equivalencies are part of what got us into this mess.
