Well, Trump threw out 5% at a time when nobody thought he was going to actively destabilise the world on several fronts at once. Hell of a way to drum up business for US arms companies.
I agree, but US military spending is a massive 'snouts in the trough' feeding frenzy, with politicians paid with contracts to their district and retired military using influence to favour their new employers. This is as much about drumming up business as anything.
