Usually they just were done for languages other than english. Finnish version of the original Biker Mice For Mars was a master piece of: how were they allowed to say that on a children's cartoon - comedy.
Hell, in 1991 we didn't even identify it as "anime"
I recognised the style as being a type of cartoon that Saban "made", along with Dogtanion or The Wacky World of Tic & Tac, but I wouldn't have called it anime. First term we knew was "manga"
