Alternatively, if you can't do the art yourself to the quality you need (I definitely cannot make the non-sprite artwork I need for stream at my current skills) commission someone and work to pay the artists their rates until you get them to the level you need.

Seems simple to me.

option 3 is just deal with not having art, been streaming as a vtuber for like 4-5 years at this point, still just have a png I made 3 years ago because never had money and the increase in price over the years means I probably never will unless I get lucky, but we make do.

A number of artists on Vgen use the "Installments" feature (or whatever it's called) to accept multiple, smaller payments over time. That's how I've paid for commissions over the last year or so on a limited income.
