The "tactic" of sending inferior troops to a frontline is as old as dust. But it gives some valuable information to the UKR army, like that the enemy does not exactly know about strength and equipment which is opposing them.

Ukrainian legislation directly prohibits holding elections under martial law. Even if it did allow them, dozens of unsolvable practical and security issues would render it literally impossible to ensure a fair electoral process in the circumstances of a total war.

We must be vigilant against the unconventional traps Kellogg will be instructed to use against Ukraine. The EU must assert it's right to be an equal participant in any "peace" negotiations. Trump is, as usual, clueless about dealing with Putin, easily falling for & parroting Kremlin talking points.

I can only imagine that after 3 years of a land war in Europe that NATO members are becoming as energized as Mark Rutte is advocating. The June NATO summit can produce positive results depending on how calmly members react to Trump's erratic, dementia fueled bluster.
