Also: no, it's not trademark violation (that only covers brand marks and such, this would be copyright, but it is clearly a case of parody so it's not copyright); its obvs neither libel (written defamation) nor slander (spoken defamation); no such thing as HIPPA; and it's (almost) never RICO
As a general rule of thumb: if anyone says something is a HIPPA violation, that person should not be taken seriously. Either they are ignorant, or mocking the ignorant. Nobody who knows wtf they are talking about uses "HIPPA" because that's literally not the name of the statute.
