Maybe I didn't explain as clearly. A Local Militia, NOT PF, threatened to riot at the Parade. PF shows up to peacefully demonstrate. Police assume that PF was the Local Militia who threatened to Riot upon learning there were men loading into UHAULS, so they stopped and arrested PF.
