The later seasons of The Simpsons ARE. NOT. BAD. There are episodes and segments and jokes that don’t hit, normally ones that shoehorn in celebs. IE, “Colombia Recording artist John Legend”. But just watch the ep where Santa’s Little Helper gets traumatised and tell me it’s a bad show still.

But again that doesn't make them bad.
It merely makes them repetitive.
Some people like that. Others don't. I don't.
Doctor Who is repetitive?

I don't recall R&M just taking everyday sayings and making them literal as 9 out of 10 of their jokes...
"Homie you can't 'HANG' 'AROUND' a house! haha look he's hanging from a rope around the house! hahaha!"
R&M is just the same jokes, repeated. “Haha, Rick hate people, funny.” I don’t speak from hate for them though.
It's not good, but it's also not bad, and people consistently come back for more despite not being fully nourished.
He admits they aren't nearly as good as the earlier ones but he still likes them.
Aside from that I think they try to capture newly minted human minds who have not yet been bored by exceedingly predictable jokes.
