Full agree that he'd be considered homeless if this were a modern AU - he might have a van or a ship but it's not like he a) bought them (like in OP They'd be gifts) b) registered them anywhere

Considering that most places have fishing/ hunting laws he'd be criminal just by not getting a license

Here’s my question. Why not do what he already does? Like, nothing is illegal about sailing around on a boat. Technically the only issue is money. He could absolutely be a “pirate”.

Well I'd think he'd be accidental criminal of the variety of he is just a dude travelling on a ship but he doesn't have:
- a passport
- ship registration
- fishing/ hunting licence
- proof of payment of harbour fees
- ship licence

All the things that make it legal to not be a criminal

he could yeah, i guess it depends on how realistic you want to go with it. sailing in the real world would be more boring. there probably are laws. there's a lot of things they could do for money, if not stealing they could just fish. or he could have a party cruise lol
