Visual separation is a means employed by ATC to separate aircraft in terminal areas & en route airspace in the NAS. There are two methods employed to effect this separation: The tower controller sees the aircraft involved & issues instructions, as necessary, to ensure that aircraft avoid each other.

From what I can hear/read the plane was heading to runway 1 it was asked to change to runway 33 meaning it must have changed initial approach direction, the heli was already in the air by then a training flight , it sounds like the heli saw it too late & tried to go behind it , 💔💔💔💔

ABC is reporting that the helicopter was at 350 feet and should have been at 200. The Black Hawk told the tower that they could see the passenger jet but they may have been looking at a second plane that was nearby. Of course this is speculation.
