Votes are rarely held during wars, an exception was in the US election of 1864.
The whole of the South was not allowed to vote and the Republicans won with 212 electoral votes to 21. The popular vote was much closer at 2.2m Republicans to 1.8m Democrats.
A fair Democratic outcome? Not really.
