If they fired in a crowded open area against a moving target it is extremely likely they'd hit and kill bystanders. So, they'd be absurdly stupid to open fire even on a suspect. You don't do that in a wide open public space with innocents present unless you absolutely have to.

NG units have empty guns BECAUSE they know they cant shoot at Americans without a possible civil war. And that gun's loaded.

National Guard were deployed with magazines loaded into their rifles with LIVE ROUNDS as well. Best to make a note of that. And with Glenn Ivey in Florida saying "if you attack law enforcement...WE WILL KILL YOU", it paints quite the dire portrait.
