Brazil has Proportional Representation, whereas the USA has Anti-Representation (i.e. the Electoral College). This tends to create a different political climate, shall we say? In our last election, Dems got 50.1% of the votes but hold 49% of congressional seats. Reps got 47.1% of the vote & hold 51%
