“This person seemed to be suffering from a mental health crisis. It appeared they were maced in the face as a result of their mental health crisis. In the video you can see 4 police and 2 armed security and 4 pedestrians, 1 of which seems to attempt to help. Location sw morrison and park ave.“

My opinion has always been that Portland Street Response needs to have its budget & resources bolstered, to expand to a 24/7 operation, with its own dedicated emergency triage line, so that it can meet these unique demands, citywide, instead of only operating from 8am - 10pm, with limited resources…

Understandable, Portland is facing a budgetary shortfall, so I don’t know what the likelihood is of being able to bolster PSR’s budget, when the city is looking for cuts. But 4 PPB standing around, doing nothing, while someone is experiencing a mental breakdown, is observably a bad use of resources.
