I wonder why they don’t ask “Would you join the EU (with no opt outs) or would you like to remain on the outside” or something to that affect. As that is the actual choice available*.

* not available until the UK qualifies (they currently don’t) and the UKG is ready to apply under article 49 (consensus among all major parties is likely also a requirement, so that the next government doesn’t take the UK
There is also the need to avoid a veto from every MS. Not a forgone conclusion by any means.
Asking about a World that no longer exists strikes me as a bid odd.
