And at the price people want for it on eBay now you could just put an ODE (optical drive emulator) in a used PS1 and not have to worry about a dying disc drive, or burning discs. Would be cool if it weren't more expensive than hardware solutions...

I'd be a lot more impressed if Sony's enforcement wasn't so piss poor back then.
They licensed plenty of those cheat code discs that let you use memory edits in games, which also allowed disc swapping to backup games.
