On some level I agree that we probably can’t end 100% of spam calls, but clearly our government currently has an attitude of not giving a shit. That could change and end a lot of it!

I've seen first hand what private companies do to fight spam, and they have a huge incentive to prevent the kind of fraud that leads to chargebacks. And let me tell you, they have not solved it. It's an uphill battle.
No what I'm saying is that fraud is unsolvable. For many people all over the world it is a full time job to look for new loopholes and mechanisms to defraud people. Could the government do more? Almost certainly. But you have to constantly keep up.
Constantly keeping up is their job, yeah. We’ll never rid it 100% but honestly I’m not sure what point you’re making. Are you convinced it can’t get better than it is right now?
Chargebacks are downstream of the initial phone call. We're talking specifically about cutting off the flow of scammers calling Americans, which probably means not letting them buy US phone numbers in bulk. It's not the same as stopping fraud or spam generally in other contexts.

But as long as scammers can call, they will find other mechanisms to get paid.
