Base game is fine to wet ya whistle. Dlc is the pint after cause ya like it. It just adds more systems.

Base game is fine but if you throw an extra 10 bucks for the Dragon Dawn dlc, you can create your own Dragon Leader!!!!

Vanilla is fine, the dlcs that add new cultures obviously aren't doing much if you don't play as them and Eldritch Realms is pretty game warping

You can play the base game. Like with endless legend, the dlc adds new options for customizing your leader and faction. I'd recommend the dlc if it was cheap like endless legend, but it's still new-ish so I wouldn't push it. Unlike most games, all the DLC is pretty worth it, and consistent.
