Yes, that’s an editing choice. If you watch the full thing in context, Miyazaki never weighs in on anything other than how abhorrent he finds the movements and how other people may choose to use them, but to him they are insulting. We simply do not need to resort to this shit to say genAI sucks.

But it's the other way around, the horror wasn't the objective. The guys wanted to implement automated animation and the end result was so sloppy they resorted to horror as an excuse — to which Miyazaki replies "you can go ahead and do creepy stuff but I'd have no use for this technology in my work"

It still works because he's always done things in a difficult, high effort way but I haven't heard anyone actually try to ask him how he feels about this. He probably thinks this stuff stinks because he's got good taste and he's also a very vindictive person but I don't like assuming that.
