Yes, there are some I am able to find, but I am unsure if they are old - but I have managed to find some new ones as well - no entirely sure what is causing the issue.
Im having this issue as well, though if you know their @ you can direct search them with the URL https://bsky.app/profile/(Their@).bsky.social
I've had to search at least 12 people this way, hope this helps people having this issue.
